Arunachal celebrates 64th Independence

Day with pomp

Central govt committee on Chakma and Hajong refugees: CM

ITANAGAR, Aug 16: Addressing the citizens of the state to mark the 64th Independence Day at IG Park Itanagar, the Chief Minister said that a committee has been set up under a Central Government representative whose mandate is to recognize the original Chakma and Hajong refugee families who were settled in Arunachal in 1964 and also re-demarcate the original area beyond which the settlements should not spread.

He said that state illegal Chakma and Hajong immigrants have infiltrated the State in large numbers and joined those Chakma Hajong refugees that first came into the state.

Speaking on the infamous Police Force in the state, he further said that “some serious unsavoury incidents involving the State Police forces and the public have also been a source of worry for me for the last one month or so. We have to realize that our Police forces are our friends and protectors - within and outside the four walls of our houses. We should not jump to hasty conclusions about their conduct without a thorough appreciation of facts. At the same time, I would remind the police forces of their onerous duty towards the society and exhort them to ensure that their personal and professional conduct is above board and beyond reproach.

In his 29 paged address to the citizens, Khandu highlighted various achievement made by his government. He said that his government is committed to ensure maintenance of peace and tranquility in the State, to free the State from social injustice, ill-health and inequality and promote education amongst all, especially the girl child.

He further said that it will continue to give priority to eradicating poverty and carrying forward the development agenda of providing maximum employment opportunities to the youth of the State. The Chief Minister further said that his Government will lay a special focus on harnessing the rich hydro-power potential and mineral resources and also go all-out in developing the tourism, agriculture and horticulture potential of the State.

The Chief Minister sought the cooperation of the people of the state to take the state to a new height of development. Decrying bandh culture, he said that it has started raising its ugly head and plaguing the state. “ I appeal to you to not allow such organizations to hold all of you to ransom through such bandh calls and demonstrate your fearless Arunachali spirit in attending to your duties. Your personal safety and protection will be the responsibility of my Government” the Chief Minister said.

Reports of I-Day celebration have come in from all over the state.

DIRANG: The national flag was unfurled by local legislator Phurpa Tsering here  during the 64 th Independence Day, reports our correspondent.

Highlighting main achievements of his tenure so far and his thrust areas, the young MLA said that ‘real human development’ of his people was his ultimate goal. ‘Health, education and streamlining of PDS delivery system are the keys to achieve the goal. In health sector, I have allocated Rs 1.5 crore each for two consecutive years out of my SPA and MLALAD funds while Lok Sabha MP Takam Sanjoy has sanctioned Rs 25 lakhs for renovation of Dirang Community Health Centre. Also, the West Kameng district administration has sanctioned Rs 5 lakhs for procurement of essential medicines. Further, on this auspicious occasion, I also donate one Ambulance (Chevrolet Tavera) to CHC Dirang for use by needy patients’, he announced.

To protect Dirang townsip from recurring floods, Phurpa said that he had got sanctioned Rs 5 crores from NEC, Shillong to undertake flood protection work of Dirang Township which had been completed recently.

In the field of education, the MLA informed that he had so far sanctioned Rs 1.3 crore towards renovation of infrastructures of Govt. Higher Secondary School. He also distributed scholarships comprising Rs three thousand each to seven meritorious students on the occasion.

KHONSA, DC, W. Lowang in his address, said that district administration is making sincere efforts to involve the people fully in order to make the government schemes successful.

Speaking on acute problem of water supply of Khonsa, especially in winter, he informed that a DPR has already been submitted to the Ministry of DoNER for water supply project to cater to the urgent need of the people. The day was also celebrated at Deomali, Kanubari, Longding, Pongchau, Pumao, Wakka, Lazu, Dadam and Soha with various programmes.

YUPIA: Deputy Commissioner Papum Pare District Nandini Paliwal unfurled the tricolor amidst the presence of Head of Departments, Panchayat leaders, Gaon Buras and citizens.

She called upon the teachers to impart quality education with dedication and diligence and appealed the Panchayat leaders to work in synergy with administration and lead the people in a right way of progress to bring more meaningful development in their villages and people.

She also handed over the State  Commendation certificate Awards  Toko Babu, EAC, Ashim Bhowmick, JE PWD, Kalyan Dutta, JE PWD, Capital Division A Itanagar.

Distribution of Sewing machines to various Poor and underprivileged families by the 31st ITBP battalion stationed in Yupia through their Civic action activities were part of the day.

MIAO: The road map for the development of the state charted by the present government under the leadership of Dorjee Khandu specially in the form of new Industrial policy, education policy and hydro Power policy emphasizes on providing amenities and infrastructure to the remotest parts of the state, stated local MLA Kamlong Mossang while speaking as the chief guest on the occasion of 64th Independence Day celebration here, reports our Correspondent.  The NLCPR project for the Miao-Namchik road has been retained and technically vetted for sanction, he added and said that provisions have been kept for maintenance of MV road during current financial year. The MLA pointed out that various road projects under PMGSY are being carried out while some have been recently approved. He further informed that DPR has been submitted for construction of Miao-Vijaynagar road, construction of Miao-Jagun road to Jengpathar via Singmao and Namchik Havi and for construction of Miao Jagun road to old Champoo. The DPR for flood protection work on left and right bank of Noa-Dehing has been submitted to the government for sanctioning he informed.

TEZU, The Parliamentary Secretary Transport and Tezu MLA Karikho Kri  unfurled the Tricolor  and highlighted the achievement of the government.

Kri highlighted the initiatives taken by the govt on Bridge over Lohit River, railway line up-to Parashuram Kund and up gradation of Tezu Airport to enhance communication link to the district with rest of the world.

The Tezu Tafrogam road will soon get an all weather roads and isolated Bekhuliang village will get linkage with National highway and cement factory at Tezu will be revived soon. He gave away state award to Talo Jerang, EAC Tezu and other Commendation Certificate of the district administration.

Tawang: Unfurling the 64th Independence Day Tri-Color Flag in the general parade ground, Tawang MLA, Tsewang Dhondup addressing the public said that under the leadership of Chief Minister, Dorjee Khandu developmental works can be seen clearly in all sector.

On the occasion, he made a special mention to Rinchin Tsering who came first and second in the Arunachal Pradesh Entrnace Examination and the Medical Examination respectively, making Tawang proud.  He hoped this achievement would inspire the other students.

He further informed that Tawang has been able to get Rs. 5 crore from NABARD which will be used to build school buildings and hostels. He appealed the parents to send their children to schools to utilize the benefits provide by the Government.

Meanwhile the final of the Mera Lama Lodre Gyatso Football Tournament 2010 was played between, Lemberdung Football Club and New Market team. The former defeated the latter by 5-1. The winner team was awarded a trophy and a cash prize of Rs. 50000 while the runners up got  Rs. 25000.

BOMDILA:  Paying rich tributes to the martyrs and the leaders whose sacrifices got us Independence and the right to govern ourselves in a democratic set up, Parliamentary Secretary for Hydro Power Development R.T Khunjuju unfurled the national tricolour here at Bomdila which was celebrated with all pomp and show.

Chief Guest highlighted on the various completed and on-going developmental activities and the ones in offing for which he called upon all to work unitedly for the larger interest of the society foregoing personal gains and animosity. Mindful of the unplanned and unauthorized earth cuttings and quarrying going in and around Bomdila township, R.T Khunjuju appealed the people to refrain from such illegal activities, as, such activities in the past have led to flash floods and landslides of various magnitudes.

As a recognization and encouragement, a total of five district toppers of C /VIII, X & XII and three outstanding NCC cadets of Government College Bomdila for representing the country in the Youth Exchange Programme to Russia and for participating in the Republic Day parade at New Delhi were felicitated by the District Administration. In order to commemorate the 64th Independence Day, the finals of the Independence Day Football Cup 2010 was played on the day where Sartang Royal Club beat Nafra Young Star by 2-0.

ZIRO:  Lower Subansiri District joined the nation in celebrating the 64th Independence day of India, with colourful programmes at Ziro, Yachuli, Yazali Pistana, Raga, Kamporijo and Pistana administrative Centres.

Parliamentary Secretary for Land Management and Labour and Employment Padi Richo unfurled the national Tricolour at Subansiri Stadium. While, Parliamentary Secretary for Health and Family Welfare and Cooperation and MLA, Nido Pavitra hoisted the National flag at Dollungmukh, while Chairman APEDA and MLA Likha Saaya unfurled the tricolor at Yachuli ADC headquarters.

Richo announced Rs One crore for construction of burial cum cremation ground. Besides, this he announced to sanction Rs.50 lacs for water supply schemes for Hari and Bulla villages to  mitigate the ever  increasing water scarcity of  Ziro plateau.

Officer in-charge of Ziro Fire station SI Pisa Tapik and Company Commander of B/138 CRPF, Inspector BK Singh, were given citations and Cash prize of Rs.5000 each for their role in controlling a fire accident at Ziro while KK Gupta, DTO, FTC, Ziro was  given citations in recognition of his exemplary service to the Government of Arunachal Pradesh. Likha Kamen,a progressive farmer of Yachuli was  awarded Best fish farmer of the district with a memento and cash prize of Rs.10000, by the Fisheries department while  three others were given Rs. Five thousand and a memento each as progressive fish farmers.

DAPORIJO: The 64th Independence Day was celebrated with patriotic fervour at Daporijo, the headquarter of Upper Subansiri district, with the unfurling of the national flag by Tanga Byaling, Minister Health & Family Welfare at the Rijo Ground.

While addressing the gathered public, Byaling cautioned them not to take law into their hands. Along with cautioning them, he also made a request to the people to support and cooperate with the District Administration and police for the smooth functioning and progress of the district.

Commenting on the work culture in the district, he made a mention of the need for the teaching community, health workers and also all officers and officials to be sincere and dedicated and work for the betterment of the people. The programme was attended by MLA Tapen Siga, DC, SP and all head of departments.

HAYULIANG: Minister, RWD, tax & Excise Kalikho Pul, Hon’ble etc hoisted the National Tricolour amidst a large gathering. Pul in his address to the public stressed upon the general public to make good use of the provision of RTI so that the object is achieved and not to use it as a means to achieve any personal target or to harrass any Department as it has on many occasions proved to be detrimental to the pace of progress.

PASIGHAT: Along with the rest of the nation, the 64th Independence Day was also celebrated at Pasighat with much enthusiasm. The tri-colour was unfurled by Education Minister Bosiram Siram at the general parade ground amidst mammoth public gathering.

Siram lauded the General Administration and the district police authority for securing peace and tranquility in the district and highlighted the major developments achieved which include- Indoor Stadium, establishment of Ayush college, construction of burial and cremation ground and Sibokorong-Siang protection dams. Addressing the gathering, he said that the present government is committed to ensure adequate infrastructure and teachers in all schools . He congratulated G. Prashad JE (Power) and Jayanta Chakraborty GM General Hospital Pasighat for being conferred with the State Commendation Certificate for their meritorious services. Meanwhile during a  football match played between DC-XI Vs MLA-XI. The MLA’s team beat the DC’s team 4-3.

BOLENG, Deputy Speaker Tapang Taloh hoisted the flag at Boleng while at Mebo MLA Ralom Borang did the honors.  MLA Dr. Tangor Tapak unfurled the flag at Ruksin.  

SEPPA:  MLA Tani Loffa  while addressing the people at General ground,Seppa pointed out that East Kameng has been included as one of the Tourist sector in the country which will boost the economic condition of the district.  He therefore, insisted each & everyone to develop tourist friendly attitude & maintain law & order for peaceful co-existence.

Speaking on ongoing projects like township road widening, drainage system & construction of Seppa to Chayang Tajo road, Loffa appealed the public to cooperate with the District Administration & Implementing Agencies for early completion of the projects.

Later, an exciting exhibition football match was played in between DC-XI headed by DC, Seppa Tope Bam & Public leader-XI headed by MLAs Tani Loffa & Tapuk Taku. The first half was totally dominated by DC-XI with a lead of 1-0.But in the 40th,47th & 60th minutes Public leaders managed to score. The match witnessed some beautiful saves by Loffa, the goalkeeper of Public leader-XI.

Meanwhile, the tri-colour National flag was hoisted in all the circle headquarters across the district with colorful cultural programme, games & sports competitions.

Minister WRD Atum Welly and MLA Karya Bagang attended as the Chief Guests in Seijosa and Chayang Tajo I-Day celebrations respectively.

Bagang highlighted some of the developmental activities being taken up by the Govt. at Chayang Tajo that includes implementation of Chayang Tajo Township Ring road within this financial year, Stationing of one company of ITBPF at C/Tajo, providing of safe drinking water supply in the township, Establishment of Sub-Treasury Office & SBI Chayang Tajo branch. She further insisted the people of the area to develop sense of work culture & asked especially the youths to come forward in bringing the area to Main stream.

Changlang: Along with the rest of the country Changlang also celebrated the 64th Independence Day.

Parliamentary Secretary, Thinghaap Taiju unfurled the beautiful tricolor amidst the mammoth gathering.

Taiju informed the achievements that have been made possible in Changlang through various departments with the support of the Centre and state government. He congratulated all the government departments for their dedicated and concerted effort in bringing all round development in the district, especially in the field of rural development, health and education, agriculture, horticulture, road connectivity, power, water supply and sanitation, animal husbandry and veterinary, industries, urban development, environment and forest and other social service sectors.

Roing :  The Roing town raised the Indian national flag at general ground to celebrate India’s 64th Independence Day.

Member of Legislative Assembly of Roing 43rd constituency, Laeta Umbrey unfurled the national flag and greeted the people gathered at general ground, reports our Correspondent.

 “Our challenges today is not less than the challenges that were before when our country achieved its independence. So all people have to fight together and today we must take oath to take on these challenges”, said Umbrey.

He appealed the youths of the society to make Roing, a beautiful and peaceful town by saying, “Peace is requisite for development and I appeal everybody to contribute for peace, so that development and prosperity must follow.”

Informing about various developmental efforts undertaken by the state govt, he informed that the Roing town would be soon relieved of power shortage, as transmission lines were nearing completion that will draw electricity from Ranganadi Power project and from Assam via Alubari and Bhismaknagar.

On improvement of road communication within the town, he informed that an amount of Rs 2.5 crore was mobilized through his personal effort and promised to carry out renovation once the monsoon season passes away.

On recent selection of Tine Mena, a young teenage girl of Intaya village in Lower Dibang Valley to climb Mt Everest, Umbrey taking the opportunity on this auspicious day offered his wishes to the young girl in her endeavor. 

JAIRAMPUR, The 64th Independence Day was celebrated at Jairampur HQ, where the chief guest Minister Finance and local MLA, Setong Sena unfurled the National flag amidst a huge gathering of Govt. officials, public leaders and general public.  

On the occasion among others, he highlighted that construction of Trans Arunachal Highway from Lalpul to Changlang via Manmao will be started soon and widening cum upgradation to double lane of NH-153 Road will be completed soon. He urged all sections of people to keep unity to strengthen the Nation and maintain peace, serenity and tranquility for speedy development of the Area. He sought cooperation and continuous support to him and Govt so as to fulfill the cherished requirement of the people of this area.

Tuting: Independence Day was celebrated at Tuting, Arunachal Pradesh with great pomp and show in befitting manners both by the Army and the local populace.

The celebrations commenced with a customary flag hosting ceremony by P J Khamba, ADC. There was then an enchanting display of Pipers and Drummers of Regimental Army band of 19 MAHAR Regiment followed by a Military Weapons and New Generation Equipment display that showcased the potential of the Armed Forces. The performance put up by the Army unit stationed at Tuting left the audience galvanized and strengthened the bonding between the Army and the locals who too chipped in by organizing various local dance forms and music including the National Anthem.

PALIN: JNV Kurung Kumey, GSS Lumba and KGBV Lumba have jointly celebrated Independence Day 2010 with great pomp and show and organised various literary, games & posts and cultural activities. Dolang Bharat, Chairman KGBV Lumba, the chief guest of the function advised the students and staff to organised such function particularly  in the remotest area of Arunachal Pradesh as it gives opportunity  to the students  for interaction and inspired them to develop the quality of nationalism, national integration, secularism and filling of oneness.

DPS: Delhi Public School, Itanagar, celebrated Independence Day with great joy and fervor with First Lady of Arunachal Pradesh Anupama Singh as the chief guest and Dr. Moji Jini CMO  General Hospital, Naharlagun as Guest of honour.  To mark the day, Singh inaugurated the “Smart Class and the Language lab” of the school.  With this DPS Itanagar has not only become a hitech school but also has enabled e-learning.  

Dr. Moji Jini while appreciating the school’s achievement observed that in a time of schools mushrooming all around, where quality is compromised; it is commendable that DPS Itanagar is giving stress on quality education.  He opinioned that the facilities like Language lab and Smart Class will revolutionize the teaching – learning process

BJP: The Bharatiya Janata Party Arunachal Pradesh hoisted the Tricolor at its state headquarters by the former State BJP President, Kangir Jamoh. The former State BJP President recalled the sacrifices of the freedom fighters and the struggles made for centuries by the people of the country.

SAGALEE: Trans-Arunachal Highway is in progress in the state. Technical process of some portion of road has already been cleared and construction work will begin soon. This was informed by PWD & UD Minister Nabam Tuki in his Independence Day address at Sagalee general ground on Aug 15.   He appealed the people to cooperate with the  Govt for timely completion of  highway project.

Stating that initiatives are being taken by the state Govt to put the development on fast track,  Tuki  said  more projects/schemes  under urban development will be sanctioned soon. He called upon both citizens and govt. machineries to work united for around development in Arunachal.

Arunachal Women Welfare Society Sagalee Branch also organized a Charity Show on Aug 14. Both Tuki and Obang Dai attended the show at chief guest and guest of honour.

I-Day was also celebrated in Leporiang, Toru, Mengio and Parang  circles by unfurling the  National tricolor.

At Raga in Lower Subansiri district,  I Day was celebrated  with various programmes including  cultural  and game and sports competitions.  Tamen-Dollungmukh anchal segment ZPM Nido Torh briefed about  the achivement of the  Govt  in the area and called upon one and all to extend cooperation to local MLA for all round development.    Prizes were awarded to the winners of various competitions.

At Aalo, MLA cum Khadi Village Industries Commission Jarkar Gamlin addressed the people on the occasion of I-Day celebration as chief guest. He informed that the state Government has sanctioned Rs crore for beautification of Aalo town.  He called upon the people to desist from encroachment of Govt land and cooperate with development activities.  

At Lilabari, North Lakhimpur in Assam, the staff of the  Arunachal State Transport sub-station  headed by Asstt Station Superintendent celebrated the I-Day in a befitting manner.

At Doimukh general ground, ZPM Tana Bado unfurled the National flag as chief guest amidst large number of gathering. Highlighting the development activities in the state, the ZPM appealed the public and Govt officials to follow the ideals of freedom fighters and work for socio-economic development of Doimukh circle.

Independence Day was celebrated with much gaiety and fanfare at Koloriang general ground. Lokam Tassar, parliamentary secretary (food and civil supply) unfurled national flag and addressed the gathering . He informed that state Chief Minister Dorjee Khandu is trying his best to bring in hydropower projects into Kurung Kumey district. He believed that if the hydropower project is developed in the district it will create more job opportunities for youth and also it will usher in new era of development in the area. At Palin town MLA Takam Tagar, hoisted national flag whereas Nyapin MLA Bamang Felix unfurled national flag at Sangram circle headquarter.

 

When two important exam dates collide

Dear Editor,

I would like to bring to the notice of the concerned departments the manifest error committed by them. The department of Power and APPSC had both called for applications from the eligible candidates for filling up of 5 posts of Junior Engineer and 3 posts of Assistant Engineer respectively. Now when I have received the admit cards for both the examinations, it has brought to the fore the negligence and the uncaring attitude of the various departments in the state. The APPSC has fixed the date of their written examination for the post of Assistant Engineer on the 11th and 12th of September and at the same time the Department of Power has also called the eligible candidates for written examination for the post of Junior Engineer on the 12th of September. Now, this instance of fixing the written examination on the same date shows how the departments  work without co-ordination and total non-application of mind. The written examination for the APPSC is from 9am to 4pm, so how is a candidate supposed to appear in the other examination unless he has some extraordinary powers. Therefore I would request to the concerned department  and the Commission to reconsider the date of examination so that the aspirants are able to appear in both the exams.

Dear Editor,

I would like to draw the attention of the concerned authorities towards the dates for the written examination for the post of J.E(elect.) Dept. of Power, Office of the superintending Engineer scheduled to be held on 12th of Sept.'10 and for the post of A.E(elect.),APPSC,Itanagar which is scheduled to be held on 11th and 12th of Sept.'10. Being an unemployed engineer graduate it is of utmost importance for an aspirant  to grasp every little opportunity on the path and the post of J.E(elect.) and A.E(elect.) is the golden opportunity which we have waited so long. Unfortunately the dates coincide i.e on 12th of Sept.'10. Missing any of them is a grave loss for an unemployed since an opportunity once lost is lost for ever.

So I appeal the concerned authorities to relief the many candidates of this dilemma.

Look into boundary problem

I am a regular reader of online version of The Arunachal Times. I would like to congratulate the whole team of AT for publishing news items covering all areas of our beautiful state. I would like to share my views on the recent news item which was published on Russa village under Kanubari Subdivision of Tirap district.

I would like to draw the attention of our Chief Minister and the dept concerned to please look into this matter seriously. Other northeastern states too have similar boundary disputes with Assam. Few months back in Langpih Meghalaya, a similiar land issue caused much unrest & casualties. Hence such issues should be handled at the earliest in order for peace and development for all concerned.

Welcome to the land of 100 dams

Dear Editor,

It must have been a joke when, Mr. Jairam Ramesh commented that Dams were necessary to counter China. Who are we kidding? First and last of all, China is an upper riparian state which, whether we like it or not has full control over the water that our leaders are trying to harness. With the duplicitous nature that China is known for and which has been shown many a times in its claim on Arunachal and other parts of India, but China has never talked of demarcating the borders permanently. It has always used these claims over parts of India as a leverage to force India to accept its terms and to undermine India's role in the neighbourhood. So, realistically thinking what makes us think that China will all of a sudden be very kind and generous and all of us will once again be "Hindi-Chini Bhai-Bhai". The very construction of these mega dams will provide China, a strong instrument to, not counter India but encounter India and Arunachal will be at the receiving end. Examples are not scarce where upper riparian states have caused problem for lower riparian states. A classic example is the influence enjoyed by Turkey over Syria and Iraq by its control over the Tigris and the Euphrates river. Further our country is not as strong as we think we are, should I remind how in 1962, the Indian army bravely retreated leaving us to the mercy of the invading Chinese army. Inspite of undergoing rapid militarization after the 1962 debacle we are still far behind the Chinese. India therefore does not enjoy a military advantage to limit China's action. Therefore under the circumstance of China preventing water from reaching India, what purpose will these extraordinary number of dams serve and what will India do? India will lodge a complaint in the UN of which China is a veto holding power, so very little can be expected. But, I can assure you these dams definitely have tourist potential as "the land of more than 100 dams".  The leaders can earn some more money by signing MoU's for building dams for tourist purpose. Therefore, if the leaders of our state who are on a MoU signing spree have these foresights in mind then very well, they can go ahead. But, if not they have no right to destroy the homes of poor, innocent Arunachalee people who are not so lucky to have a flat in Dwarka or Green Park.

Festival and   retaining its originality

Dear Editor,

This is apropos to a letter written by Tani Jongkey published on Aug 14 on the need to protect the originality of one’s own festival. There are so many people who feels the same as Jongkey.  There is need to  protect the originality of festival. There is no controversy about that. Jongkey’s letter is a reminder for all. In support of his appeal, I would like to add few suggestions which are also applicable to all - irrespective of tribes and festivals.

For example, in an attempt to impart knowledge about one’s own festivals and to familiarize our children with the traditional method of celebrating festival, in 2004 Mopin festival at Itanagar a special category of cultural competition was introduced for ‘below 15years’age group in addition to normal cultural competition open to all. But this also turned out to  be only  a dance competition - half of them in filmy style. Since then competition for below 15years has been going on every year.

If at all originality has to be maintained then perhaps essay writing about own tribe or its culture or  its festival - all in one’s own mother tongue and organizing competition for recitation of  say ‘Solung Aabang’, (for Adi’s), ‘Kaben’ , ‘Yaan’ ‘Ponu’ (of Galo) for youngsters and similar type of competitions in Nyokum, Dree, Si-Donyi etc can, to some extent, help in maintaining originality.

Like soul is not separable from body so does the Language from festival.  Let’s recall a UN report which state that ‘…about 90percent of the world’s languages which are spoken by indigenous people may be extinct in the next 100 years.’  ‘One of the main reasons for dying out of languages is that they are no longer passed from one generation to the next …………’

Lies and woes of Khonsa

Dear Editor,

This article is meant to expose the overall development of fakes and facts happening in the headquarter of Tirap District. Please keep my name anonymous otherwise 19th Assam Rifles of Khonsa town will convert me into yet another surrendered cadre for their promotional scope.

Now let me remind you that in your Daily dated 2nd Aug according to an Assam Rifle release 37 cadres surrendered in front of Major general Katoch, Brigadier JS Negi of DAH Division. It is to be noted that the release was not from the official District PRO. It is very very unfortunate that suppose to be hilly people friendly Assam Rifles are giving such fake news. In order to make their promotional avenue bright they are degrading themselves. Common people of this insurgent affected Town are laughing at them; how can they be trusted when they themselves are fraudster. The fact is that these supposed to be surrendered cadre are already over ground for couple of years now and are married and settled. One of the cadres is a friend of mine. He told me that they were kept for 10-15 days inside Assam Rifle Campus Khonsa. During their stay of course they were treated nicely with drinks and chicken and were trained what to do during the ceremony as the GOC was arriving. Poor fellow who was promised of vocational training at Dinjan Military station is back in the village. I wish Reporters come to Khonsa and investigate the matter to unearth the truth.

Secondly last Monday I happen to visit District Hospital Khonsa for my nephew’s treatment. There was no Doctor in the OPD. Later I came to know a flagging off ceremony for two ambulances was going on. It was being attended by DOTC chairman Y. Matey MLA and W.Lowang DC Khonsa. These two ambulances are meant for Primary Health Centers Lazu and Dadam procured from DOTC fun. It’s shocking to know these ambulances are being placed at Lazu PHC which is manned by a single nurse and Dadam PHC which does not exist. I don’t know who to blame but this much I know that people of Lazu and Dadam should demand for placing of Doctors and infrastructure.

Now coming back to my earlier point on the availability of Doctors in District Hospital Khonsa I noticed only 5 Doctors consisting of the DMO, DRCHO, Medical Superintendent, Dentist and Homeopathic Doctor during the flag off ceremony. Readers can well imagine who runs the OPD and emergency duty out of the 5 Doctors. I really feel pity on the Medical Superintendent and the DRCHO. Later on after my nephew’s admission in the hospital I came to know that there are actually 4 Medical officers posted at District Hospital Khonsa but the fact is that their whereabouts are not known. Now whom to blame DMO or Medical superintendent. This mismanagement on the part of DMO or MS further compounds the already existing doctor shortage.

On 12th Aug, I was waiting for the Doctors for my nephew’s discharge. The time was 12.20 pm exactly; three APP constables escorting a sickly looking prisoner pass by me and boarded the police gypsy. Actually the accused was brought to the hospital for medical check up. As the gypsy engine started roaring the prisoner jump down from the vehicle and ran away with hand cupped; imagine broad day light. The three police man (APP) trying to follow the prisoner were all in drunken state and hardly could balance themselves. Doctors, Nurses, Patient attendants, Hospital staffs all witnessing the incident were laughing at the movement of the drunken policeman. What a shame. Isn’t it? No wonder that is why at Khonsa burglary, looting and theft cases are rampant. A Tata Sumo was stolen a week back, Medical store of District Hospital, Wine shops and Truck Drivers are repeatedly robbed but there is not a single record of recovery. Who is responsible for this lawlessness- Administration or Police Department?

Nothing is in order in Khonsa town. It is becoming the hub of all bad activities. Time Youth should come up.

As India celebrates 64th I Day, a school in Arunachal cry for attention

ITANAGAR, Aug 16: The members of All Nyishi Youth Association Capital Complex Unit (ANYACCU) which celebrated Independence Day with students and teachers of government primary school, Dikrong, managed to unravel the sad plight of the said school. The ANYACCU team were shocked to find that Dikrong primary school is functioning without any basic requirements like desk, bench, table, chair, fan and electric bulbs. The negligence of government school which is lifeline of poor student is a crime and government should carry out ground reality check of all government school through out state, ANYACCU suggested. Further association has appealed both education minister Bosiram Siram and capital MLA Techi Kaso to look into the matter.

 

Shimkhokho tensed even as Khandu speaks to Assam

ITANAGAR Aug 16: The situation at Shimkhokho location of Kamkuh Rusa in Kanubari Sub-Division of Tirap continues to grim as standoff between the Arunachalee citizens and Assam Police continues.

One person was grievously injured on August 15 when Assam Police resorted to indiscriminate firing upon the villagers at Shimkhokho following a day-long standoff between local public and Assam police after two more IAY buildings constructed by Assam at Shimhokho were damaged allegedly by around hundred villagers on August 14. The previous night miscreants had damaged two Assam police barracks at the same spot.

Meanwhile taking strong exception to the unprovoked firing on innocent villagers by the Assam police resulting in serious injuries to a villager, Arunachal Pradesh Chief Minister Dorjee Khandu today spoke to Assam caretaker Chief Minister Bhumidhar Barman and asked him to intervene in the matter so that such incident do not recur along the inter-state boundary.  

The chief minister, who reviewed the situation, at a high level meeting, expressed deep shock at the unprovoked and avoidable firing incident. He said violence can not find solution to any problem, thus should be avoided at all cost. He revealed in the meeting that he had written a letter to Mr. Barman today to express his government’s strong resentment against repeated violation of the status quo on the boundary dispute.

Khandu also directed officials to provide ex-gratia payment as per entitlement to the victim.

He appealed the people on both sides to honour the status quo on Assam – Arunachal border and advocated for maintaining peace, reports PRO to CM.  

Launu Circle’s Forum expressed anguish over the delay on the part of the administration in rightly gauging the seriousness of the problem despite being informed officially well ahead in time. There were serious lapses on the part of the local administration as both the civil and police authorities have failed to act in time thereby losing precious time culminating in the latest incident. This is a chapter that should not be repeated anywhere in Arunachal Pradesh in future.

However, the Forum appreciated SP Tirap Palden  for the pain he has taken to restore law and order in the area.

It further said that certain media houses of Assam are sensationalizing the inter-state boundary issue and misleading people of both Assam and Arunachal Pradesh. The NETV report that NSCN ultras had fired upon the Assam police besides the report of capture of arms and ammunition is a concocted one. The fact is that the Assam police armed with AK-47s had attacked and sprayed bullets upon the people who were guarding their village resulting in injury to one.

All these claims are either part of the ploy of Assam police to mislead the people or an attempt to cover up the grave mistake of wasting bullets to scare away the villagers by firing upon the innocent people, it said. Since the situation may worsen further if no immediate action is initiated, the LCPF feels that the government should initiate peace talk at all level and ask the Assam government not to be provocative. It demanded an assurance that Assam should maintain status quo in letter and spirit, and not construct any structure within the historic Ladaigarh road leave alone the Shimhokho area.

 

MDFC lift 1st Nyari Welley Open Women’s Football Trophy

ITANAGAR, Aug 16: MDFC of Banderdewa lifted the First Nyari Welley Open Women’s Football Tournament defeating Capital Complex Football Club (CCFC) 3-0 in an exciting final played at Rajiv Gandhi Stadium, Naharlagun this afternoon.

MDFC, who stormed into the final beating CCGFC 4-0 in the first semifinal yesterday, took the early lead as early as in the eight minute through Bengia Tutu. The team was leading 1-0 in the first half. The Banderdewa outfit, which did not concede a single goal in the entire tournament, doubled the score in the second half through Saraswati Das’ (33 minute) fine volley. Lakshmi Soutal sealed the fate of Capital Complex by scoring the third goal in 39 minute. Later, Lakshmi was adjudged the player of the tournament. Capital Complex team entered the final beating CGFC 2-0 in the second semifinal played yesterday.

Binita Khalkho of the winning team became the highest scorer while Tana Yaza has been declared best goalkeeper.

A total of five teams participated in the tournament.

Earlier, PWD Minister Nabam Tuki, chief guest of the day, recalled Late Nyari Welley and her contributions towards womenfolk of the state in particular and the state as a whole.

Appreciating Arunachal Pradesh Football Association (APFA) for providing a platform to the woman players to show their skills, Tuki said that a Senior Women’s football tournament is being organized during September/October in memory of former MLA and APCC president Omem Moyong Deori. He also informed that Nyari Welley Women’s football would be a full-fledged state level tournament from the next year onwards.

Tuki, meanwhile, said that State Government will extend all supports to various sports bodies for development of games and sports in the state. Informing about Khandu Govt.’s initiative for development of rural sports, he said that certain amounts to each DC, ADC/EAC and CO office has been provided as a small steps towards this direction.

Stressing the need for developing more infrastructure for overall development of games and sports, Tuki opined that atleast Rs two to three crore is needed annually to meet various sports related expenditure. He assured to take up the matter with appropriate authority.

Later, he encouraged the players of both the teams by interacting with each player before the start of the match. He also gave away the winner’s trophy to MDFC team.

Tadar Yadir, Member, Arunachal Pradesh State Commission for Women, who was the guest of honour, urged the state government for providing necessary fund for development of games and sports. Lauding the participating teams, she said that this tournament would go a long way in motivating womenfolk in the state to play football and other sports.

Later, she gave away runners up trophy and prizes to all the individual prize winners.

Sports and Youth Affair director PR Mazumdar distributed medals and ‘certificates of participation’ to all the participating teams along with cash prize.

 

Federation demands restriction order on heavy vehicles

ITANAGAR, Aug 16: All Arunachal Pradesh Public Transport Federation (AAPPTF) has appealed the  Capital administration to enforce  restriction  order  on entry of heavy vehicles during peak hours in Capital Complex.

Pointing out the Govt order issued on June 19, 2009, which restricts entry of vehicles between 9 am to 12 noon and between 4 pm to 7 pm, the Federation said the order should be imposed in letter and spirit in order to streamline the traffic system. Referring to the hue and cry raised by the commuters due to hike in tempo fare, the Federation further clarified that  the  rate was approved  and fixed by the Govt last year in view of increasing prices of petrol and diesel  prices. The rate was enforced recently, it said   and sought cooperation of the  public.

 

Training on Water Hyacinth based crafts begins

Tezu, Aug  16:  10 days skill development program on water hyacinth based crafts began at craft centre, Tezu on Aug12  being organized by Amik Matai Society in collaboration with the North Eastern Development Finance Corporation Limited, Guwahati.  25 rural artisans including the trainees from the craft centre, Tezu and Tibetan Multipurpose Cooperative Society, Tindolong will be trained by the master craftsperson of NEDFi. The inaugural function of the program was attended by officials from the Handicrafts and Employment departments including the officials and trainers from NEDFi. Besides, 1 day micro credit management awareness program will also be organized within the Skill development program.

The program is a part of the integrated water hyacinth craft development project implemented by NEDFi in the NE region including Arunachal Pradesh under NEC sponsored project.

The basic objective of the project is to provide training to 1000 rural artisans from NE region in a period of 3 years thereby setting up water hyacinth based craft units for self employment.  There will be marketing support from NEDFi for the water hyacinth based craft products in national and international level.

Secretary, Amik Matai Society informed that water hyacinth is an aquatic plant abundantly available in Assam and Arunachal Pradesh.

There is a great potential for water hyacinth based crafts as a self employment venture as the raw materials are easily available with low investment. The products are eco friendly and have great demand in the national and international market.

 

Jute training prog ends successfully

DIRANG, August 16:  A month-long training programme on Jute Handicrafts concluded here today at the Industrial Training Institute with distribution of certificates to all 25 women trainees by Dirang block ZPM Dor Tsering.

The programme was organized by Arun Kutir Udyog Cooperative Society and sponsored by NABARD, Itanagar. Skills and techniques to produce jute products including Doormats, Telephone Mats, Wall Hangings, Ladies Bags, Net Bags etc. were imparted the trainees.

On the occasion, the ZPM urged the trainees to share their gained skills and knowledge with their counterparts. ‘Our Monpa women are traditionally shy by nature. This should be done away with and womenfolk should come out of their homes to gain new skills and knowledge to increase their family incomes’, he pointed out.  

Course co-ordinator Jay Prakash informed that several facilities and schemes were available from the Ministry of Textiles and Handicrafts for promotion of income generating activities to NGO’s and SHG’s. ‘Jute is one product whose demand is very high not only in India but also abroad. Tribal people should also learn the skill to produce attractive and low cost jute products which has high market value’, he said.

Dirang Child Development Project Officer said that similar trainings should be imparted to more NGO’s and SHG’s at village levels with collaboration of Departments of Social Welfare, Women and Child Development and Industries make the training more meaningful and beneficial. On the occasion, ITI principal, ADI Dirang and public also attended the function.

ITANAGAR, Aug 16: The Congress leaders of Namsang constituency in Tirap district celebrated the August Kranti Diwas as a part of the celebration of the 125 years of INC at Multipurpose community hall Deomali on Aug 14 last.

Parliamentary secretary, Sports and Youths Affairs Wangki Lowang  paid homage to Pt Nehru’s statue at Deomali town  at the beginning of the programme.  This was followed by all other Congress leaders and dignitaries who paid homage to the portraits of Nehru and   Mahatma Gandhi at community hall.

The chief guest of the programme  Lowang while highlighting the  role and contributions made by the freedom fighters,  called upon  the Party workers to work together for all development  from bottom to top levels.

Resource person and Associate Prof (Dr) A K Mishra   gave a brief history of the Indian Freedom Movement and pointed out the relevance of Gandhian  thought  in contemporary India.

Former minister Changkom Hondik, Deomali ZPM Kangwng Lowang, Deomali BCC president Phocham Rangpang and many other panchayat leaders, senior Congress leaders also spoke on the occasion. The programme organized by the Deomali Block Congress Committee was attended by large number of Congress workers, panchayat members and public leaders and students.

No Hostel-No College

ITANAGAR, Aug 16: Student’s Union Dera Natung government college while welcoming government notification for re-opening of 1st year boy’s hostel has said that furnishing of the hostel is yet to be completed. It was last week DNGC students union staged dharna in the premises of director of higher and technical education, demanding immediate opening of 1st year boys hostel fully furnished. The authorities had assured to re-open hostel within the week keeping in mind the hardship faced by student communities particularly first year boy’s. However it has been noticed that 1st year boy’s hostel is yet to be electrified and furniture too have not been provided. DNGC student’s union said  that if hostel is not open within one week with fully furnished, union will lock the college with slogan of “No Hostel-No College.”

 

Society calls for more focus on education sector

ITANAGAR, Aug 16: Extending support to the steps being taken by the deputy commissioner Bidol Tayeng in order to streamline education system in Kurung Kumey district, Rural Development and Heritage Society (RD&HS) has appealed the teachers to cooperate with the administrative policy and  perform their noble profession with devotion for the bright future of the children.

Instead of opening new school, the education department should maintain the teacher-students ratio  in all schools of the  district for quality education, the society said and also called upon the MLA, Panchayat leaders, NGOs and media to give more focus on development of education sector.

 

Society for permanent boundary solution

ITANAGAR, Aug 16: Bulang Abu Welfare Society (BAWS) has appealed to the state government to take serious steps towards bringing in permanent solution to boundary issue with Assam. It’s been noted that places like Gumto, Likabali, Kanubari, Gergamukh and many more bordering Assam always witness tense situation due improper demarcation of boundary.

BAWS has also questioned why government is not raising more number of armed police force though Arunachal is the largest state of North-East. Further society noted that armed police force is used for day to day civilian duty, which in fact is the matter of civilian police. Society has urged state government to post armed police force all along Assam boundary to provide better security to Arunachalees living there.

 

AATA backs AKA’s demand

ITANAGAR, Aug 16: All Arunachal Taekwondo Association (AATA) backed Arunachal Karate Association (AKA)’s demand for filling up all the vacant posts of District Sports Officers (DSOs), Assistant Sports Officers (ASOs) and coaches posts.

Seeking the chief minister’s intervention in this regard, the teakwondo association said that those vacant posts should be filled up with eligible and qualified sportspersons, who can devote themselves whole of their life for development of games and sports in the state. It also criticized the state government for giving less importance towards this sector.

 

Army sponsors three children

ITANAGAR, Aug 16: Continuing with its services to ameliorate the problems of the locals, 19th Battalion, the MAHAR Regiment stationed at Tuting under the ageis of Spear Head Division, chipped in to sponsor free education to needy village kids. Three students were adopted by the Army unit a year back for bearing the expenses of their education and hostel facilities at Siang Valley School, Tuting.

2. In a small ceremony organized at the Siang valley school at Tuting, Brigadier B K Pande, Commander 5 Mountain Brigade handed over a cheque amounting to the total annual tution and hostel fees of the adopted kids to the Principal.

Siram assures assistance to Pasighat GH

PASIGHAT, Aug 16: Education Minister Bosiram Siram has inspected the general hospital, Pasighat and lauded the development activities on Aug 14. He was accompanied by DDHS (T&R) Dr. K. Lego, DD (NRHM) Dr. D. Padung and DMO Dr. T. Taloh during his visit.

Later participating in the meeting convened by the Hospital Management Committee in the office chamber of the DDHS, the Education Minister who is also local MLA said that the hospital is in need of more Govt funds to achieve the excellence in the field of medical service.  

Earlier on Aug 13, the minister inaugurated a Musup at Paglek PI line Pasighat.  The Musup was constructed under his MLALAD fund 2009-10. While responding to a memorandum submitted by the villagers, the minister said all genuine demands would be considered by the Govt.

 

YMAC training

ITANAGAR, Aug 16: Young Mission Adventure Club (YMAC), conducted a two-day rock climbing training and rescue technique for NHPC staff at Gerukhamukh recently.

During the two days training, the trainers led by Chief Instructor of YMAC Yomjum Jomgam imparted training on low pitch and high pitch rock climbing techniques to the trainees.

 

Refugee Issue in Arunachal Pradesh: A Political Perspective

The fundamental problems encountered by the present generation Arunachalees are: ecological imbalance because of wanton destruction of forests, lopsided economic development, unemployment because of corruption and ethnic and culture conflicts because of presence of refugees in thousands and rapid spread of Christianity. These problems, especially the last two, have forced the indigenous tribals here to rejuvenate the slogans – “loss of culture is loss of identity” and “sons of the soil”.

There are three refugee groups in Arunachal Pradesh – Tibetans, Chakmas and Hajongs.

The Tibetan refugees have been settled in Arunachal Pradesh since early sixties. They had migrated out of their homeland with the 14th Dalai Lama when Peoples Liberation Army of China moved inside Tibet. They are spread in three refugee settlement areas in the state, Tenzingang, Miao and Tezu, with a total population of approximately 6,000. In addition, there are the scattered communities of Bomdila and the settlements of Tuting, giving a total population of approximately 9, 000 Tibetan refugees in Arunachal Pradesh.

The Chakmas who hail originally from Chittagong Hill Tracts, Bangladesh are actually displaced indigenous people. The region was included as a part of Pakistan after partition of India in 1947 in spite of the fact that most of the inhabitants of the CHT are either Buddhist or Hindu. The Chakmas and other non-Muslim tribal communities were forced to move out because of religious persecution and the construction of the Kaptai hydro-electric dam.

The Hajongs are Hindus from Mymenshing district of the erstwhile East Pakistan, now Bangladesh.

In 1964, about 57 families of Chakmas and Hajongs were given shelter at Ledu in Dibrugarh, Assam. Later they were shifted to Betiah in Bihar. However, unable to adjust with the hot climate of Bihar they sought to be relocated. The NEFA administration, then under direct control of Central Government through the Governor of Assam permitted them to migrate to NEFA. Presently, Chakmas and Hajongs are settled in Chowkham in Lohit district, Miao, Bordumsa and Diyum in Changlang district and Balijan and Kokila in Papum Pare district of Arunachal Pradesh.

Politics of Settlement

In the initial years of independence, India’s foreign policy, under Pt. Nehru, was basically guided by the principles of idealism. India believed in one world, asianism, pacific settlement of international disputes, peaceful co-existence, etc. India was nurturing itself as a leader of the third world countries, while also playing a paternalistic role in Asia. The country’s entire resources were pooled together for reconstruction of its post-partition shattered economy. India, therefore, was not in the position to offend any country, as Nehru’s policy was to reap the benefits from both Communist and Capitalist Camps. As the Kaptai project was backed by the USA politically and financially, the probability of India’s intervention in favour of non-Muslim communities got reduced almost to zero. India had no alternative but to accept nearly 1, 00000 displaced refugees silently.

Production of food grains in India, with the improvement of economic infrastructure, doubled under the leadership of Indira Gandhi. Industrial foundation laid by her father, Pt. Nehru, added to economic self-sufficiency of India. This gave Smt Gandhi a bit of confidence to follow independent, sometimes aggressive, foreign policy. Her confidence was such that she did not hesitate to interfere in Bangladesh crisis. In 1971 India-Pakistan (Bangladesh) war, Mukti Bahini backed by Indian Army defeated Pakistani Army. After the surrender of Pakistani Army, Indira Gandhi proudly declared Dhaka as the “political capital of a sovereign nation”.

In 1972, Indira-Mujib Agreement was signed. The Agreement determined that India and not Bangladesh would be responsible for all migrants who entered India before 25th March 1971. P.M. Sayeed, the then Minister of State (Home), in a letter to Nyodek Yonggam, stated that “Under the Indira-Mujib Agreement of 1972, the Chakma/Hajong refugees who came to India from the erstwhile East Pakistan before 25.3.1971 will be considered for grant of Indian Citizenship”.

The Central Team which visited Arunachal Pradesh in 1982 to study the problems of refugees is reported to have expressed the view that “the grant of citizenship would introduce an element of responsible social behaviour in these refugees”.

M.M Jacob, in 1992, replying to Laeta Umbrey, said that “these refugees were settled in Arunachal Pradesh in consultation with the State Administration under a definite plan of rehabilitation”. He adds, “…they are eligible to the grant of citizenship according to the policy of the Government on the subject”.

The Government of India, through its representative, submits (in Affidavit) before the Supreme Court (National Human Rights Commission V/S State of Arunachal Pradesh) that “...... it was felt that Arunachal Pradesh should also share the national responsibility in resettling them .These refugees….. are tribals and have great affinity with the people of Arunachal Pradesh then they would have with people on other parts of the country. It would not be humane to uproot once again these refugees who made Arunachal abode for about thirty years. The Chakmas are Buddhists and some of the locals are also Buddhists”.

Who is to Blame?

Arunachal Congress, which was formed with much fanfare in 1996, was the direct outcome of Peoples Referendum Rally in September 1995 against the refugees. At his first press conference after the swearing-in, Gegong Apang said his party’s policy would be to disperse the refugees from the state without creating a human problem. The indigenous people had high expectations on him and the party. Unfortunately, Mr Apang had made ‘home coming’ to Congress, the party once regarded as anti-Arunachalees with regards to refugee issue by him.

Indian National Congress that ruled the state almost uninterruptedly since Arunachal got introduced to electoral politics in 1977-78, remained a mute spectator as per as refugees were concerned. May be, the party was compelled to sing the tune of its leadership in Delhi. Refugee issue had been used to score a political point against the central leadership only to fence the Chief Minister’s chair.

‘Old wine in new bottle’ was the only expression that came to my mind when BJP government came to power in the State. The party, in its limited period of existence, did more harm to the state than any other party. It was during BJP’s term that more than 1000 refugees were enrolled as bona fide voters inside the protected state of Arunachal Pradesh. There were discussions at various levels to understand the concept of ‘cultural nationalism’. Some state BJP leaders started to talk negatively about the necessity of Inner Line Permit.

The Government of India’s insistence that the permission was sought from the NEFA Administration at the time of settlement of refugees has given us to believe that no consent was taken from the local indigenous residents. The NEFA Administration then was under direct control of the Governor of Assam, who was acting as an agent of the President of India. In a parliamentary form of government, the President is required to work on the advice of the Council of Minister, headed by the Prime Minister. Therefore, a student of constitutional law would easily understand that the Government of India sought permission from itself. There was no any representative institution in Arunachal Pradesh, except traditional Village Councils, at the time when refugees were being settled by the Central government.

Today, all political parties, some out of compulsions, are not very eager to give indigenous-friendly solution to the refugee problem. The ‘great’ Indian national Congress is being bogged down by a historical circumstance. It repeatedly fails to rectify the mistakes committed by its previous leadership. The BJP could not become the master of its ideology- the ideology of Hindutva. Afterall, Chakmas and Hajongs belong to one family tree i.e. Hinduism.

Political leaders in the affected areas, irrespective of political affiliations, are reported to be playing the role of ‘guardianship’ for the refugees. The role seems to be quid pro quo- refugees would be either enrolled as genuine voters or may be used to act as ‘bogus voter’ whenever necessity arises.

Towards a Democratic Solution

The people of Arunachal Pradesh, I think, is more than willing to share the ‘national responsibility’ in finding a democratic solution to the problem of refugees. We are not against the refugees but against their illegal activities; not against granting them citizenship rights but against settling them in this state, which enjoys special status both legally and constitutionally.

I fail to understand as to why no political or legal institution is questioning the legality of settling refugees in a state, where even fellow Indians are required to obtain permission from the local government for entry and exit. If refugees are legally allowed to be settled down against Sedtions 3 and 7 of the Bengal Eastern Frontier Regulation, 1873, the very purpose of the Regulation will be defeated.

Both refugees in the state and indigenous people are placed in the midst of uncertainties because of a grand mistake committed by the Government of India. State government’s failure to stop the illegal activities of the Chakmas is simply astonishing. Law and order is a state subject and its inability to rein on them sends confusing signals.

There are two alternatives on our part to act upon. Firstly, all ties- economic, social and political- with the refugees must be severed. There should be no marriages with them; no economic relations (buying and selling of commodities); and more importantly any politician or political party playing vote bank politics with the refugees must be boycotted (socially and politically).Secondly, all stake holders need to sit across the table to find out an amicable solution, what I call as democratic solution- a solution that protects the indigenous rights of the tribals considering humanitarian needs of the refugees. Refugees need to reach out to the indigenous tribals and vice-versa. We also need to plan our strategy to deal with thousands of illegal Bangladeshis settled, with tacit support from the locals, in different parts of Arunachal Pradesh.

Just harping on the issue of human rights violations will lead the refugees no where. They (and their masters in Delhi or Geneva) need to understand the fact that the indigenous tribals have started to understand the meaning of human rights. CRC Naharlagun to celebrate its silver jubilee

ITANAGAR, Aug 16: Christian Revival Church (CRC) Naharlagun, the central church of APCRCC situated in the F’ sector area of the town is all set to celebrate its Silver Jubilee on account of completing 25 years of its establishment at the church’s premises in the month of November this year.

Delegates and leaders from hundreds of CRCs in the state and rest of the country are expected to participate.

Summer festival

ITANAGAR, Aug 16: The three day-summer festival began at Subansiri Stadium Ziro yesterday.

The programme was inaugurated by MLA Padi Richo amidst huge gathering.

Besides, Tribal food stalls from Lower Subansiri, West and East Siang, Agriculture and Horticulture product exhibition stall by departments and farmers, handicraft and handlooms exhibition cum sale stalls and Cultural extravaganza including magic show are the other attraction of the three days festival.

 

Rotary Installation

ITANAGAR, Aug 16: Rotarian T. Madhusudhan took over as president of Rotary Club of Rising Sun Itanagar. Anil Choudhary, took charge as new secretary.

DC, Papum Pare andini Paliwal who was the chief guest of the installation ceremony said that rotary gives the right platform to contribute for the society. No scheme of development gets completed without community participation, she added and assured.

ITANAGAR, Aug 16: All Bulla Students’ Union is organizing inter school literary competition for Ziro region to mark the 57th foundation day of government middle school Bulla on August 22.

 

Quit Siang Movement

ITANAGAR: Intensifying its “Quit Siang Movement” Adi Students’ Union (AdiSU) has decided to call 24-hour Siang bandh in protest against the proposed Lower Siang Hydro Electrict Project   beginning from 5 am of Aug 26.  The union in separate letters to DCs of Upper Siang,  West Siang and East Siang  districts  further informed that  para-military service, magistrate on duty, fire brigade, ambulance, milk van, medical service  and media will be exempted from the purview of the bandh.

Meanwhile, the Union reacted to the statement of MP Takam Sanjoy which was published in a section of local dailies on Aug 15. Sanjoy reportedly said that ‘those people who oppose the construction of dams to generate electricity are anti-nationals.’

The statement is quite disheartening; the union said and made it clear that it has been fighting against on going anti-people activities   in the name of hydropower policy in the state.

“Pleasing corporate does not mean nationalism. Anybody may please anyone but not at the cost of our people” the union said.

 

NIT inauguration

ITANAGAR: Arunachal Pradesh Governor Gen J J Singh has consented to inaugurate the National Institute of Technology as chief guest at its temporary site at Yupia on Aug 18. Education Minister Bosiram Siram and MLA cum Parliamentary secretary Industry Nabam Rebia would attend the programme as guest of honour and special guest respectively.

ITANAGAR, Aug 16: Taring Mama and Tadar Bingley have been elected as new president and general secretary of All Nyishi Youth Association (ANYA).

All Arunachal Pradesh Workers Union has constituted its new unit at Satyam Ispat Company, Banderdewa with appointment of Takio Dolo, Phassang Pacha and Tadar Radey as president, vice-president and general secretary respectively.

Larku Birap, Tabang Waru and Samel Haye have been selected as president, vice president and general secretary of All Puriok Youths’ Association in a meeting held yesterday here.

 

Condolence

ITANAGAR, Aug 16: All Yomgam Youth Association condole the sudden demise of Gumbi Yomgam of Kadai village, Yomcha Subdivision, who died at Aalo yesterday.

Yomgam was serving as Junior Teacher at Government Secondary School Yomcha and is survived by three sons and a wife.

The members of the association observed two minutes silence and prayed for the eternal peace of the departed soul and also extended its condolence to the bereaved family members.
